Thailand and France sign a major development agreement

Mr. Chulvat Narinthrangura, Director-General of the Thai International Cooperation Agency (TICA), and Mr. Cyrille Bellier, Director for Europe, the Middle East and Asia at the French Development Agency (AFD), sign a five-year work plan

On January 21, 2026, Thailand and France signed a development cooperation agreement in Paris for the period 2026-2030.

This partnership aims to strengthen joint actions on sustainable development, climate, biodiversity and health in a changing global context.

Mr. Chulvat Narinthrangura, Director-General of the Thai International Cooperation Agency (TICA), and Mr. Cyrille Bellier, Director for Europe, Middle East and Asia of the French Development Agency (AFD), have signed a five-year work plan.

The agreement was concluded at the headquarters of AFD in Paris.

The newly signed work plan highlights the joint commitment of Thailand and France to promote sustainable development in line with the United Nations' Sustainable Development Goals (SDGs).

It aims to strengthen and adapt cooperation modalities at the bilateral, trilateral, and regional levels to adapt to a constantly evolving global context.

The plan prioritizes major global development challenges, including biodiversity, the environment, and the 'One Health' approach, climate change, and the blue economy, by promoting inclusive, balanced, and long-term sustainability.

The Director General of TICA and the Thai delegation also met with Mr. Jérémie Pellet, Director General of Expertise France (EF), a key partner of TICA in various development projects.

Thailand-France cooperation opens up to new projects in Africa

They also had a meeting with Ms. Sandra Kassab, Director of AFD for Africa, to exchange views on Thailand's policy towards Africa within the framework of the Thailand-Africa Initiative (TAI).

The discussions focused on the results of the recent Thailand-Africa Development Forum (TADF), which was held in December 2025.

They also explored the prospects for joint cooperation in Africa, including possible trilateral pilot projects in Senegal and Côte d'Ivoire.
